European leaders laid the ground for a debate about the future of the European Union. But real talk will likely be postponed, as Brexit remains at center stage and Germany is trying to form a new government.
Three visions for Europe
European Commission President Jean-Claude Juncker said earlier this month that Europe must be ready to move on after Brexit in a more unified and politically-accountable integration, taking “a democratic leap forward” at a single speed.
French President Emmanuel Macron, meanwhile, outlined a grand vision for a EU with deeper integration to win back the support of all citizens, but suggested the UK may sometime "find its place again" in a two-tier Europe.
And British Prime Minister Theresa May gave a big Brexit speech suggesting that the two sides need to determine a new type of economic partnership once the UK completes its detachment from the bloc. In it, she confirmed the UK does not expect to remain a member of the EU’s single market, and ruled out options including joining the European Economic Area or negotiating a regular Free Trade Agreement.
This is all good and necessary talk. But the European Council wants to hold back on discussing "ideas on governance" of the eurozone at least until December.
The EU Future Can Wait
At the very least, pausing this debate means no EU budget talk before the UK agrees on a financial settlement with the union, no mention of tensions with Turkey, and holding back on in-depth discussion about the French President's proposals.
Leading up to their upcoming meeting, Council leaders are worried that Brexit discussion could lead things in the wrong direction, so more immediate topics may be the focus of the agenda. And while Macron is likely going to set forth some of his proposals, the gathering may shape up as a mere initial exploration of some of these topics.
